Depooling FAQs

What is depooling?

  • Depooling means separating the costs of specific services from the overall rent, allowing tenants to see what they are paying for each service.

Who is affected by the depooling of service charges?

  • Depooling of service charges primarily affects tenants. Residents in independent living and leaseholders are not directly affected by the depooling consultation because their service charges are already separated.

Why is Stroud District Council introducing service charges?

  • To provide transparency in costs and ensure tenants only pay for the services they use and to help the Housing Team manage its budget better.

Which services will be included in the service charges?

  • Examples include estate management and maintenance, buildings insurance, aids and adaptations, water charges, and septic tank maintenance.

How are the service charges calculated?

  • Charges are based on the actual expenses incurred for the services provided, ensuring fairness and transparency.

Will the service charges affect my rent?

  • Yes, the service charges will be shown separately from the rent, providing a clearer breakdown of costs.

How will I be informed about the service charges?

  • The charges will be detailed in the annual rent letter sent to tenants in February/March each year.

What if the cost of a service increases during the year?

  • The service charge will be adjusted to reflect the increased cost.

What does this mean for my tenancy agreement?

  • The process of depooling includes amending your tenancy agreement to include conditions to make a charge for services. The full list of changes being made are included here

Are the service charges covered by benefits?

  • Most service charges are eligible for housing benefits or the housing element of Universal Credit, depending on your eligibility.

What if I am not receiving any benefits?

  • You will be responsible for covering the full cost of your service charges and rent.

What if I have concerns about affordability?

  • We have a dedicated housing team who can offer advice and support.

How can I provide feedback on the depooling changes?

  • Complete the postal questionnaire that’s been sent to you or fill it in online here. Alternatively, book a seat at one of our in-person consultation events or online meetings. You can do this by emailing resident.involvement@stroud.gov.uk or calling us on 01453 766 321

What happens if I disagree with the service charges?

  • You can raise your concerns during the consultation period or contact the Resident Involvement Team for further discussion.

How will depooling benefit me as a tenant?

  • It provides a clearer understanding of what you are paying for and ensures you only pay for the services you use.
